How do I retrieve photos after losing access to Apple ID

My Apple ID was stolen from me and is unrecoverable. I created a new Apple ID and lost thousands of photos on my phone. My iPad has not been connected to the new ID because the photos are visible on the iPad but not send-able because I cannot use the Apple ID to send them. Is there any way to get the photos off of my iPad (with no access to that cloud) and into my new cloud!!??
