Some states may make an exception for recognized tax-exempt entities.
Always purchase a phone in the region where you will be using it. A U.S. phone only has eSIM capability, and your locale may only support physical SIM cards.
There are other features that may turned on or off relative to your country's laws. And a U.S. phone may not even work with your cellular system.

This is mostly correct, with exceptions. Most states do have sales taxes. However , if you order from Apple from a specific US states, yes, your online order is tax free. Product orders from Delaware, Montana, Oregon, and New Hampshire will typically have no sales tax. Alaska has no state income tax, but can have local taxes.
To the OP: some countries have tax refund policies, but the buyer will need to check the details of what refunds are available, and what requirements exist. Germany does appear to have a VAT refund path available, for instance. DYODD. You’ll need to figure out how to get that refund where available, too.
Unrelated to taxes, but potentially also costly: Apple warranties are not international, which means warranty repairs are at the discretion of Apple.
And carriers can deny access to phones intended for sale elsewhere, too; para celulares extranjeros.
