PayPal has nothing to with Apple Cash. PayPal is a FinTech, not a bank. PayPal debit and credit cards issued by Synchrony Bank can be added to Apple Wallet app and then used with Apple Pay for transactions.

Are you confusing Apple Pay with Apple Cash? If so, Apple Cash had an outage in the Northeast today.

Apple Pay stopped working on my M4 Mac and on my iPhone 14. Changed default cards, but effect is the same. Hangs, and then rejects

Oh, and when I use PayPal with the same cards, everything is fine
