When opening iCloud settings, I am going to the sync this Mac in photos. When I go to switch it on, it asks for my password. After typing in the password and pressing enter, nothing happens. Gets caught in that loop.
Info shows wrong laptop below. It's the 14" M4 Max with latest OS. Just purchased.

What do you see at the bottom of the Library screen?
Do you have Optimize Storage turned on in Photos' Settings>iCloud?
Where does your Photos Library reside-- in the Pictures folder of your internal drive, or on an external drive? or on a network? on iCloud drive?
At System Settings>General>Storage, what does it say? For instance, mine says 1.22 TB of 2 TB used.
The request for password and the ability to turn on sync to this computer remains on the screen.
I did what you suggested and logged into iCloud.com. I saw all my photos as expected as I do on my other laptop, iPhone, iPads, etc. For some reason, I cannot get the new laptop to accept the log in for adding photos to my iCloud preferences.
You say "nothing happens." So do you mean that the request for your password continues to sit on the screen?
Can you sign in to iCloud.com? Do you see what you expect in Photos?
