How can I unblock restricted websites in Safari?

When I open a website like 'google.co.in' a message comes that the website is blocked. I however have no restrictions set in my iPad.

It is coming' safari can't open page as connection was lost'.

That suggests a connection issue or a problem with the website itself, not a restriction of any kind. If the website were restricted, then it would say so directly not say that the connection was lost.

And screen time isn"t accessible

What do you mean it's not accessible? Is the option not available? Or does it request a passcode or what?

What is the exact text of the message?

Why do you assume it's blocked by your iPad not something else, like your ISP, or router?

The only place on an iPad to block or un-block websites is in Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ Content Restrictions ➜ Web Content.

If it's not in Allowed Websites (if selected) or if its set to Unrestricted there, then the issue is not directly with your iPad.
