iTunes auto-selects "Download HD When Available", even when I uncheck it

I, a typically non-apple user who uses an iPod Classic for music, movies, and shows, need to have the movies and shows in plain old SD to be able to sync. I am able to download the media in SD just fine for content already purchased in SD. (I turned off the "Download High Quality SD" option in the settings) For clarification, I'm using iTunes version 12.13.5.3, the newest version on Windows 11 24H2 as of writing this.

However, when I try and do the same for my HD media, it doesn't work from my library menu. Instead, I have to go into the store, click on the purchases button, uncheck the "Download HD When Available" option again, then redownload from the purchases screen or else it downloads in HD again and I have to delete it and restart the process.

What I'm wondering is if this is a recent bug or if iTunes always had this issue, and if either answer, then how the heck do I make the setting stick so I don't have to dig through multiple menus to get the desired result? My MacBook Air 2014's (MacOSX 10.9) version of iTunes and my Windows 10 laptop running iTunes 12.6.5.3 (last iTunes to still have a working appstore) have the exact same issue so I assume it's probably an overlooked ongoing issue.

Just to note, yes I have newer Apple stuff for media than an iPod Classic and yes I know I can watch movies on the iTunes app itself...but I just like using it due to being more portable in a sense and easier to pick up and use by comparison.

Thanks for the attempt, but my issue isn't in preferences. Like I said, it's in the store itself that the setting is located. Regardless of the preference I choose in the settings, the "Download HD When Available" setting in the store purchase screen always defaults to being checked off. Whether I uncheck the checkbox, then switching to library, then back to the purchases screen...or unchecking it, closing the app and reopening it, then going back...the box becomes checked again and the setting is reset to default.

I did try your suggestions a just in case, but none of them worked for what I'm trying to accomplish. My theory is that the "store" screen is running in a browser-esc sandbox that resets its cookies when its closed, which has a side effect of making this one setting reset to default when the store window is switched back to library. Why they would link that one specific setting to the purchases screen or have it be cookie based in something that cant store cookies is beyond me but that explanation makes the most sense in my head.


Setting in question pictured below just to clarify any miscommunication. (Its blank because I have all my movies downloaded as of writing this.)

Try holding down ctrl+shift when you launch iTunes to open it in its safe mode. Or try right-clicking on the iTunes shortcut and use Run as administrator if available. Either might potentially help with sticky preferences. Failing that you might need to actively remove the iTunes preference files so that they are recreated. The exact location may depend on whether iTunes is installed from apple.com or the Microsoft Store, but it should be something like C:\Users\<User>\AppData\Roaming\Apple Computer\Preferences. Removing the whole folder should reset all of your iTunes preferences and allow you to make changes to them, assuming Apple haven't hidden anything away at a different path, or used the Registry.

Actually, this may be intentional? Since this archived Official Apple Support page (linked below) says the method of redownloading stuff should be through the purchases screen and not the library screen. If I put my mind into "Apple Logic" mode it makes sense in this context since you'll be seeing this screen upon redownloading a movie anyways and in the time inbetween any normal person may have upgraded their devices to ones that at least support HD video.
