I am a solo attorney who is hiring a paralegal to work remotely only. She is a PC user. We are trying to set up a remote office and thought the mac mini would serve our purpose. She needs access to all of the office work (documents, video, spreadsheets etc.) I am a Apple person forever...I use a Macbook Pro with a M1 Max chip. Thoughts from anyone?

Yes.
She can use any Remote Desktop application that has a version for both Windows and Mac to access a Mac Mini Remotely.
For instance Teamviewer:

Teamviewer is free for personal use, but you may need to pay for a business license in commercial or business settings.
The Mac mini can be set to access all network files, videos and resources like printers if she needs to print something directly.
You will need to setup TeamViewer on the Mac mini, and as she will need to set it up on her PC, then you give her the access credentials to the Mac's Team Viewer Application so she can connect from hers.
Maybe consider dropping the Remote Desktop altogether and go direct to cloud services.
If you have Microsoft365 business subscription, setup Sharepoint and put all your office documents there. Your employee does not even need to Remote Desktop to your office, just setup SharePoint on her local machine and she has access to all the files she needs.
If you are indeed Apple person forever, never had and never will touch Microsoft, subscribe to large enough iCloud storage service and share that with your employee. Put all your files in iCloud and ask her to simply install iCloud app on your PC from Microsoft Store. Again, no need to deal with Remote Desktop.
Remote Desktop is useful when you have application(s) that you want multiple users to share, but can only be installed on a specific machine, for example expensive software that requires machine-activated license.
Non-technical advice. You are an attorney. Whatever solution you choose, make sure it is secure end-to-end. That includes all access, communication, storage & backup of your files.
If you use any kind of Cloud or eMail service, check all the Terms of Use and verify the method(s) of access security, storage & backup security & data encryption.
