Workaround for "can't locate file" prompt to use icloud instead?

There used to be a workaround where if iTunes couldn't find a file, once you got to the file selector for the new location, if you just hit Cancel, the song would immediately start playing from the iCloud, the Song Info dialog would change appropriately, and the exclamation mark would be removed--You've effectively told iTunes that you don't have the file and to stop looking for it. Currently, if you hit Cancel, nothing happens or is updated, so the "can't locate file" dialog still comes up like nothing happened--since effectively, it didn't. Is there a way anymore to tell iTunes that you don't have a file? (Note: Clicking "Remove Download" does this for most, but that option isn't always available, for whatever reason.)

The Remove Download option would only be appropriate for a track that is in your iCloud Music library, which might not always be the case. How many tracks do you think are affected in your library? To check you can try this approach:

Lost & Found playlists

Create a playlist called Found, select everything in Music and drag it into the Found playlist. Create a smart playlist called Lost matching All the rules Playlist is Music and Playlist is not Found. Your lost tracks will be in this playlist.

If the files still exist on the computer my FindTracks script may be able to help reconnect iTunes to them.
