I keep getting an internet page popping up from traffic shield.xyz. I cannot seem to get rid of it I cleared cache and history. Can someone help? Thanks in advance

It is an ad coming from your Paint By Numbers app. You can navigate to a different page, but if you close the web browser and reopen it, then it simply goes to the last page viewed. Contact the developer of the app, the ad network provider that they use is presenting that ad that opens the page in a web browser.

In the tap left, there is an arrow to return back to the app that opened the page you are seeing. It will continue to come back whenever that ad displays in Paint by Numbers. If you close the web browser with that page on the screen, it will show it again the next time you open the browser, so you would need to navigate off of that page.
Paint by Numbers uses the same ad network that many other apps also use and with enough complaints, this ad will be removed. The same ad shows for those with the Words With Friends and Zen Color apps. It is going to take complaints from users to the developer of the game, as they know without the users, they would not get any money from the ads.
The makers of Words With Friends have already notified their customers, that they are aware of the ad and working to resolve the problem.

Thanks Jim. I see that now. I just sent them an email complaining to them (Oakever Games). Hopefully they will respond. BTW. We had it popup on another paint by numbers app. We deleted both apps.
Jim - Update: Since deleting the two apps we have not had a pop-up occur. The other one was from the same company. It was Zen color as you mentioned earlier.
