If Find My is off, it can't be tracked by it's IMEI or number. If you think you know who stole your phone, go to the police. We can't help you track or find your phone. Apple does not get involved in lost or stolen devices.

This is what Apple recommends is your device is stolen, but with Find My turned off, there isn't much you can do --> If your iPhone or iPad was stolen - Apple Support

Face the harsh reality.

If your iPhone is indeed stolen, you’re not getting it back.

The data on your stolen phone is VERY SECURELY protected by your passcode.

Do NOT reply to ANYONE who claims that you need to “Authenticate Yourself” to get your phone back. They are THE CRIMINALS atempting to break into your phone and takeover your Apple Account.

Follow the steps cited below, obtain a replacement phone (of equal or newer iOS), and restore from a backup of your stolen phone.

They could not have done this unless they knew the passcode for your phone, which would have allowed them to get into the personal settings on the phone.

Did your phone have a passcode?

Is it possible that you are using Find My to try to locate the phone and you are seeing a message of "Offline"? If yes, then Find My has not been turned off on your phone, but the battery has run down, the phone has been powered off or the phone does not have a good Internet connection where it is located.
