Unable to activate my iPod touch

It say that the server is unable and to try again shortly, I have done this multiple times without any luck

How can I solve the activation issue on my iPod touch (7th generation)? I bought a new Gen 7 iPod Touch off ebay. I cannot activate it. I keep getting: Unable to Activate. Your iPod touch could not be activated because the activation server is temporarily unavailable. I've been getting this message for three days now. I've tried activating via wi-fi, direct connection to my laptop with iTunes and using my iPhone. I always get the same result. Has anyone else experienced this problem? Does anyone have a solution? old ipad 2 now can not be activated i still use my old ipad 2 but recently it just displays a warning that it can not reach the server to activate. can anyone help please?
