Forcing duplicate music files to sync with iCloud on Apple Music

I have some albums in Apple Music on my Mac that may contain a subset of songs from another album, ie. a greatest hits album and the original album. The files for a duplicate song show in their respective folders on my Mac but won't both sync with iCloud, therefore the song won't show in both albums on my iOS devices, only one album. This results in a gap when playing the other album in iOS.


On my Mac in one of the albums in the Music app, the song will show the down arrow but in the other album the song has a cloud with a slash through it when I hover over it. Clicking on the cloud pops up a message "This song is already in your Cloud Music Library".


I've seen several posts about how to remove duplicates, but I want to allow the duplicate in this case. Any suggestions?
