Most of the pictures and videos on my 6s aren’t loading when I click on them. The videos will not play and the pictures are blurry and have a small circle in the bottom left hand corner

Wi-Fi Assist is on by default. This will automatically switch to Cellular Data if the device is not connected to the internet.

One more thing: If you are using iCloud Photos, you may want to check, how much free storage is available on your iPhone. You need free local storage on the iPhone to download the high resolution originals from iCloud, when you want to view or edit the photos and videos.
Also check, if there is a problem with your iCloud subscription. You may not be able to work with your photos library, if your iCloud storage is full or there is a problem with your account.
