Is this STILL not easily doable? I don’t want it to be the beginning of a 20 year old email address anymore. I don’t wanna open a new user ID. I just want to change it, ideally across the board, but at least in—for example—this forum.

Here in the Community, you can't change your username yourself. I've flagged your request to the forum moderators who can change it for you and who should be in contact.
Your user name here has no connection with your user name anywhere else, such as in an email account somewhere, nor is there any sort of "global" user name as such that works across services. You'll need to explain further what it is you wish to accomplish beyond changing your user name here.
