Starting February 26, Amazon will no longer allow you to download purchased books onto my iPad. I’ve purchased over 3,000 books in the last 20 years. I won’t be purchasing another book from Amazon, but I’d like to keep my library on my iPad. How can I do this?

You would need to ask Amazon. But it does not appear to be the case. Amazon is allowing WiFi downloads only. You will no longer be able to download and transfer Fromm a computer. There should be no issue if you download your books via WiFi

what is the difference? I always download via WiFi, so will I still be able to download my books to my iPad?
