I think I would first try restarting in Safe Mode and try emptying the Trash in Safe Mode.
if that doesn't work for emptying your trash, i think i would try temporarily disabling SIP. boot into recovery by holding "command+R" during startup. once there open terminal by clicking on "utilities" in the menubar and choosing "terminal". then paste in "csrutil disable" without the quotes. enter your admin password if prompted. then restart the mac and try emptying the trash. wether or not it works, make sure to re-enable SIP. boot into recovery again, reopen terminal and paste in "csrutil enable" without the quotes. enter your admin password if prompted and again restart the mac normally.
Pull the folder out of the trash to the desktop. Highlight the folder and press Command+I (Get Info).
Click the lock at the lower right (if it isn't already unlocked). Enter your admin password to give yourself control over the folder.
If your name is not is not in the list under Sharing & Permissions, click the + button to add yourself (admin user). Give yourself Read/Write permissions. Change all other listed user entries to Read/Write.
Click the drop down menu button and choose Apply to enclosed items so everything within the folder gets assigned the same full access ownership settings.
Now place the folder back in the trash and try deleting it.
