UPDATE: I just tested this on full-screen with numerous Apple apps (and a couple third party that did not have a problem). Safari, Notes, and Mail each brought up the dot in Control Center, Privacy, that the app was screen recording after closing out of full-screen. Not sure why. Probably something with the updates, as I never saw it before...or the the screen flickering that happens often.

I just noticed this and came looking for others. I did not notice it on Safari, but I had Notes on full screen and keep getting screen flickering with some app popping in and then closing (too fast to tell what the app was). I went up to close out full-screen and saw the alerts in Control Center that Screen Recording was active for Mail and Notes. Went away shortly after I noticed them. Could not find any recordings in my files of those screen recordings.

15.3.1 with M4 Mac Mini. I do not use screen recording and no permissions given to other apps. Not sure what's up.

I’m not assuming anything. I’m just addressing the problem I’m experiencing. Just because you don’t see the issue doesn’t mean it’s not happening. I’ve already checked all the privacy settings and verified everything before even bringing it up, so let’s skip the unnecessary suggestions.

people having same issue u can check here :- Safari Screen Recording Icon Bug

Why do you think your screen is being recorded? Turn off your screen capture.

Apple has finally fixed the infuriating bug in macOS Sequoia 15.4—but only after nearly two months of users dealing with the mess. And did they acknowledge their blunder? Of course not. Instead, they buried the fix under a bloated 6GB update, conveniently avoiding any mention of their mistake. Apple never forgets to hype up pointless features, but when it comes to admitting faults, they go silent. This is pure arrogance. If they can brag about every minor tweak, they should have the guts to own up when they screw up.
