Hi,
Since you are unable to burn a disk or save as a disk image, be aware that iDVD is a discontinued app. It is a 32bit app that does not function on operating systems later than Mojave. Even with Mojave many of the themes do not work properly. Because you are running Catalina (the next operating system after Mojave) that would explain the difficulties that you are having.
To cover the bases, before you can burn a disc from iDVD you need to have a supported Super Drive (optical drive) and an inserted standard DVD-r disc. Otherwise, those options will be grayed out. For best results, your iDVD should be located on a drive that is formatted Mac OS Extended (Journaled). It seems that it does not do well on the newer APFS format. And, as mentioned, your operating system should be Mojave or earlier.
You might consider using a more current DVD authoring app than iDVD. Roxio Toast is a possibility that you could check out.

If you want to burn a playable DVD (one that can be played in a DVD player) you need an app like Roxio Toast Titanium. Follow the instructions in Toast about how to export your video from iMovie and import it into Toast.
There are other such apps but in my experience Roxio Toast is one of the best.

The last OS that ran iDVD reliably was Mojave, and even then you had to run it from an external drive.
Oops. Misread. Thanks for pointing it out. Mac OS 15.1 is Sequoia. But it doesn't matter. iDVD doesn't work on Sequoia either.
