Allowing CleanUp app to access my photos on iphone
I can't figure out how to allow the Clean Up app on my iphone to access my photos

Clean Up is not an app.
Clean Up is a function withn the Photos app, like crop or adjust. You should see this list of requirements to use Clean Up in Photos:

I'm afraid that Clean Up is not available for iPhone 13. Here's the relevant section for you:
Clean Up requirements for iPhone, iPad, and Mac
iPhone 16, iPhone 16 Plus, iPhone 16 Pro, iPhone 16 Pro Max, iPhone 15 Pro, or iPhone 15 Pro Max; any iPad with A17 Pro or M1 and later; Mac with M1 or later
iOS 18.1, iPadOS 18.1, or macOS Sequoia 15.1
There may be some apps named CleanUp-- I'd be very suspicious of them.
