Apple Music did not transfer my songs from iTunes

I went from an iMac to a mini last year

this included the songs ripped from hundreds of CDs

I transferred all my files to the mini hard drive

my music is on a separate hard drive

I've set the music location as that hard drive

however, I haven’t been able to see the ripped songs

on my iPad I see some of the many playlists I created, but not the songs.

How do I get AppleMusic on the mini to see the my songs without having to move it to the Apple cloud?
