iPhone calls going straight to voicemail

Hi there, my mother has an iPhone 15 plus on the latest iOS 18.3.1.

She has had this recurring issue where all incoming calls go straight to voicemail. The phone is not on Do Not Disturb mode. This includes both other callers as well as those in contacts and even those in favorites. This has happened several times in the past on previous versions as well.

The only "fix" is to reset network settings which seems to fix the issue for a bit before it suddenly starts up again. Important calls get missed and it's not obvious for a bit for her until one of us calls and realizes it's happening to her.

Any better or more permanent fix?

Anyone else having this issue. Other people's iPhones in the family don't seem to be suffering this.

Based on rebooting, another possibility:

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. However, VPN actually reduces your privacy, it does not enhance it.

Thanks for the reply. There's no VPN either on the phone or home network. I went through all the bullet points but have looked through them and didn't see any of those on the phone. I cannot replace the SIM card since it's an e-sim. Restarting the phone does not fix the issue, the network settings have to be hard reset and that's the only thing that seems to fix it.

Are you using Wi-Fi calling? Try turning it off.
