Can I accidentally FaceTime someone not in my contacts or recent calls?

Is it possible to accidentally FaceTime somebody when you’re not recent in their contacts or calls?

Phone & FaceTime App saved to iCloud? Everything I’ve read listing everything saved to iCloud, I can’t find anything that says phone or FaceTime apps save to iCloud and you can toggle on/off save to iCloud like mine does.
