Indoor walking time and exercise time not recording accurately on Apple Watch

Due to horrible weather, today we walked indoors at various large stores (costco, IKEA). At each store, I choose indoor walk and the timer started. However, when we left and I hit end workout, a 40 minute walk credits as 14 minutes on the exercise ring, and a similar time after costco. I chose one ‘easy’ effort and one ‘moderate’. But had the same time results. Why didn’t the time record accurately?

To record an Indoor Walk as an exercise that also adds to your exercise ring, your pace and heart rate have to be higher than when resting or walking around in your house.

Otherwise the workout will be paused during slower parts of your exercise.

Rating the effort after the workout does not add any time to the green ring.
