iPhone playlists not transferred after syncing with iTunes

Hello

I have music on my PC that I would like to transfer to my iPhone 14. I have created playlists and transferred them to iTunes. I have synced my phone with iTunes, but my playlists have not been transferred. iPhone settings show that Music is allowing mobile data. I have not joined Apple Music. Not sure how to proceed.
