ios 18.3.1 spotlight ui broken

After updating to iOS 18.3.1, the UI is broken with spotlight searches. The search itself works, but the UI bug seriously limits its functionality.

When typing the search term, the UI is completely blank. However when an exact match happens, the default suggestion shows up in the search bar (UI is still otherwise blank at this point).

Then, if I launch the app or open the document and then return to spotlight, I see the expected UI content, however if I change the search in a way that would update the UI, it goes blank again.

Yes, I’ve rebooted, turned search on and off, it is not still indexing, etc.
