How to take off permission

Looks like you/your parents have turned on restrictions. You can turn this off by going into Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store purchases. It will require your screen time passcode.

You need to ask your parents for permission if they have blocked downloading from the App Store. That is not something anyone here can fix for you.
