Trying to free up space on iPhone, but when I swipe to delete items, that does not work

I am familiar with looking at the iPhone storage stats and going to the "Review Large Attachments" section to delete those. The issue is now those items are not deleting -- when I check the Review Large Attachments section afterwards, the shared videos and photographs are still there.

When I try to delete items from Photos, and then go to the "Recently Deleted" album to confirm I want those gone, the folder at first tells me it's empty, but then the photos reappear with the "29 days" marker intact.
