Passcode not working on iPhone 13 during setup

I’m trying to set up my new iPhone 13 and I put in a password and retyped it but it keeps telling me that’s the password is wrong

I typed in my new passcode and it told me it’s wrong and I kept trying and now it keeps licking me out of my new phone

The iPhone 13 was discontinued in Sept. 2023, it is not new.

Where did you buy this phone, was it locked when you bought it?
