All calling failed after 18.3.1 update on iPhone 15 Pro Max

I updated to the latest IOS and now i can't make any calls or receive, called failed on all attempts out. did all the normal trouble shooting and even check for outages with the carrier, still no luck

not sure how I resolved it, did MANY things, now working
