I'm using a Macbook Air M3 on Sequoia 15.2.
Siri and ChatGPT tells me whenever I try to add 'Ask ChatGPT' before any of my requests, "Access to ChatGPT is restricted on this device"

Then other than restarting your Mac in Safe Mode and trying again. If that fails then it sounds like you need to call Apple Support. These are user-to-user forums and no one here is an Apple employee or Apple contractor.

Safe Mode performs maintenance routines and clears some caches. It often resolves problems. Also try setting both region and language to U.S. While Apple Intelligence is supposed to be available in Australia and is supposed to support Australian English...
I can't even select anything on my ChatGPT menu anymore? I have updated to Seqouia 15.3.1 FYI.
System Settings->Apple Intelligence & Siri->ChatGPT Extension->Use ChatGPT->Toggle on. You also must sign in to your ChatGPT account. If you don’t have an account, create one on the ChatGPT website. I use the free account option. If you have already done this then follow MrHoffman’s advice.
I've updated to 15.3.1 and it still hasn't fixed the issue.
It was sold in Australia, from an Apple Store, and the language is set to English (Australia)
I can sometimes get 1 request that works every now and then, but if I try to ask ChatGPT again, it gives the same prompt.
Update macOS.
If that doesn’t resolve this, which language is this Mac set to, and where was this Mac originally sold?
