According to Spotify, if you download a podcast, it goes to your Library tab in Spotify. Are you using the Spotify app on your iPhone? Did you look in the Library tab in the app?

That I can't answer. I'm not a Spotify user. Test it yourself, by turning off Wifi and putting your phone in Airplane mode and see if the downloaded Podcast can be played.
