Downtime settings turning off with no explanation

Downtime settings turn on and off throughout the day on child’s phone with no explanation. It is not a shared device, iCloud account and does not have family sharing. Child does not know the screen time passcode. I’ve called Apple Support about this multiple times, no seems to know how to fix this.

looks like it’s been an issue for a few years now. when is Apple going to fix this? And yes, the phone is updated to the most current iOS
