The direction to save an I page document to PDF with comments tells - "open your Pages document, go to "File" > "Export To" > "PDF", and ensure the checkbox for "Include Comments" is ticked before clicking "Export".

If you are still on macOS High Sierra, it is using deprecated network security protocols and that may play a role in blocking you from reaching Apple's iCloud dot com using really old web browsers. Give it a try though.
Pages for iCloud is a different implementation of Pages than what is on the Mac. Not all Mac features will be present.

The first version of Pages to support comments in exported PDFs came with macOS Mojave (10.14.6) as Pages v10.1. The last version of Pages available for macOS High Sierra (10.13 in your profile) was v8.2.
Online Pages documentation is updated to reflect available features in the Pages currently available from the Mac App Store. As you have discovered, that can differ from your much older Pages version.
