Hi,
I am not aware that there ever was an option to save an editable project to Photos.
I have an iPhone 14 Pro running iOS 18.3. As you point out, there is no option to save the editable project itself to Photos. There is an option to share the editable project to Files, and an option to share the project's video (the video, not the project) to Photos. The option is to "Save Video", and it automatically saves to Photos.

Since the option is missing on both of our iOS 18.3 systems, and you have observed that it existed on earlier systems, it conceivably relates to iOS 18.3. The techs at Apple support would be the persons to clarify whether it is a bug or intentionally removed.

I was able to make a movie in iMovie then send it to photos many times till about a month ago. Is it the newest IOS update causing trouble ? I spent many hours researching with no solution. I even spent an hour talking to apple care and have been given the opportunity to escalate but I haven’t the time.
