Unable to download apps from App Store

Hi, I want to download apps from App Store but it saying (please contact with Itune to complete this transaction) when I didn’t purchase anything and the details were completed but still showing same messages can you help me to solve this issue it will be really appreciated. Waiting for your earliest response on this
