IPhone 13 Error Messages 1109 and 06B4.0000

Problem started after asking apple support to help with key pad issues mid phone call when asked by British Gas to enter numbers followed by #. The numbers could be seen on my phone but did not go through to BG. Advised to update phone and ended up needing a restore, but now can't get passed these error messages.

In my case, Apple's suggestions didn't work for me. What worked for me was:

Log into a different computer.
Uninstall Apple Music and Apple Devices
Use Microsoft Store to install iTunes
Launch iTunes
Select the option to Restore the device
While the latest update was downloading, about every 15-30 minutes iTunes asked me again whether I wanted to Retore my device. I kept again clicking the option to Restore.
Once the software finished downloading, iTunes (finally) successfully installed 18.3.1

What didn't work for me:

Change from ISP DNS to Google DNS
Reboot the computer
Reboot the iPad
Change from Comcast internet service to Verizon mobile hotspot (via a separate iPhone)
Use Apple Devices on a different computer
