Does it also show a crescent moon near the top of the screen? If so, you have a Focus (probably Do Not Disturb) enabled, probably on a schedule.
Go to Settings/Focus/Do Not Disturb and see if you have any schedules.
Perhaps a different Focus is enabling this.
And if it happens specifically when you are driving that is the Driving focus.
