Not able to download books on second device

I face an issue trying to download a book from Books app on my second device. This is the error shown:

“The device is already associated with an apple account. You can download past purchases on this device with just one Apple Account every 90 days. This device can be used with another Apple Account in 71 days”.

Additional info:

1) Device: iPad Air 11-inch (M2)

2) iOS version: 18.3

3) Others: no issue when trying to read the books from my Macbook

Book app doesn’t open a single book This is a relatively new problem for me. I used to read a lot of books via the app, I usually download epubs on my laptop and AirDrop them to my phone, then I get the pop up to open it via the Book app and everything worked fine. Now I can’t open any books, new or the ones I already read. I’ve tried turning off iCloud, turning it back on, hard reseting my phone, airplane mode, you name it. Anyone else have this issue?

cannot log into apple books publishing portal I have created an itunes account but when I go to "publish to apple books" the page keeps going back to 'log into itunes connect'. I am on a PC and used Chrome and Brave browsers, but neither work. I also tried with and without a VPN. I cannot get past this to load an epub book.
