Probably no one can get your pictures back, but I don't understand why they are lost. You don't want this to happen again. But the first thing is to make sure you have a backup of all your pictures so you don't have to worry about losing more.
Do you understand that iCloud isn't a backup service, it's a synchronization service. When you engage iCloud Photos on a device, then the Library on that device is kept just the same as the iCloud Photos Library. So, for instance, if you take a picture with your iPhone, it is added to the iPhone's Photos Library, and then it's copied to iCloud Photos Library.
And, If you delete a picture on your iPhone, then that picture is deleted at iCloud.
Check to see the storage situation on your iPhone. You can see this at Settings>General>iPhone Storage. For instance, mine says "39 GB of 128 GB used." What does yours say?
