My account has locked but I changed my apple id and now I restarted it I input the account and it said cannot be used to unlock this iphone I tried finding the device on my icloud but can't find it on my end but my iphone alerted that the owner has tried to use find my device

Is the Apple ID/Password that it is asking for yours? You should be able to tell by the redacted Apple ID on the screen. If it is not yours then it appears you may have a used device that someone else set up. It will forever be locked to their Apple ID unless you are able to contact them to remove it from their account.
If you purchased the device from Apple or Authorized Apple seller, then you can provide the original purchase receipt to have the Activation Lock removed.
