I can't find my iphone 7 plus, it either dies or was powered off and my location services were off, I enabled lost device so when ever it is powered on the location services will activate. Any suggestions on how I can find my device, any help will be greatly appreciated!!

Sadly, most lost devices are never found.
If you had location services off on your iPhone, you will not be able to track it. You will only be able to see its last known location. I don’t think your lost iPhone will ever be powered on again to view it’s location. Realistically, as stated the chances of your lost iPhone being recovered are slim to none.
