Using Taiwan address for Apple Music subscription

I'm a US expat living in Taiwan. I can't read or write Chinese. But all the webpages I try to access from Taiwan are in Chinese so I have a US Apple profile to read in English. E.g. Apple phone support webpage use to not allow foreign country prefixes for phone support. Big problem to get help. I want to use my Taiwan address/ visa cc for an Apple Music subscription because it is much cheaper than in the US. It's a little dumb that Apple devices are made and sold in many countries but websites like Apple don't allow users to live in other countries the flexibility to enter their information to get the support for Apple devices. 2 way communication works better. Is there another way to look at these issues?
