I've lost AirTag with iPhone - how to find them?

I believe that this will work:

Use Find My on a Friend's iPhone

1. Ask your friend to open the Find My app on their iPhone.

2. Tap Me at the bottom.

3. Scroll down and tap Help a Friend.

4. This opens iCloud.com/find in Safari.

5. Sign in with your Apple ID (the one linked to your lost iPhone/AirTag).

6. You can now track your lost devices and take actions like playing a sound or marking them as lost.

Without an iPhone, you will need to use a Mac that has the Find My app on it. Maybe, ask a friend or relative, if you can use their's.

Per chance did you leave the iPhone, in the bag, powered on? If so, then you can use any computer's web browser to access Find My on iCloud.
