Create a new shortcut in Shortcuts, add the "Open File" action, tap "File" to choose the file to open, tap ⓘ , tap "Add to Home Screen", choose and icon or photo (that will be displayed on your Home Screen) and tap Add (upper right).

Go back to Shortcuts to rename the shortcut and close it.
