Unblock number instructions don't work on my phone

The online instructions I've found to unblock a number say to select the Settings app, then choose Phone or Contacts. But neither of those are in my Settings app.

iPhone XR, iOS 18

The instructions are out of date.

So to Settings>Apps>Phone>Blocked Contacts
