You could try removing the artwork cache which should force Music to rebuild it. The location should be ~/Library/Containers/com.apple.AMPArtworkAgent/Data/Documents where ~ is your user's home folder.
Show hidden files and folders with Shift+Cmd+. to aid your navigation.

I did a reinstall of Apple Music and the problem is solved, thanks.
Oops, saw the same symptoms and missed this was Windows rather than macOS. Once the cache is removed Music ought to rebuild it as you scroll through the library. Do I take it every track should have embedded artwork, and that you are still seeing that blank panel rather than say the music note icon that is normally associated with tracks that don't have art?

Thanks. I am on Windows, I deleted all artwork in C:\Users\username\Music\Apple Music\Apple Music Library.musiclibrary\artwork . Somehow it does not work.
