iTunes support needed for completing Apple account

im trying to complete my apple account so that I can have a the necessary apps but it keeps telling me please contact iTunes support to complete this transaction

I just got this same problem fixed by contacting Apple Support. Pretty much all I had to do was log into my Apple Account on the web and add a payment method (credit card for me) there. Then I was able to go back to the App store and go through that silly process that gives you the above mentioned error without it failing. One will have to log into their Apple Account twice, having to do the same thing twice, but with different results each time. But it will work.
