What make and model of VCR do you have?

If it does not have an HDMi output, some new ones do, it probably has composite or component out.

The second link is just an adapter in case you already had a device that could capture the video and just needed to connect it to the USB-C port on the Mac.

If you don't, then something like the following should work, with that same adapter.

All newer Macs have USB ports, they may be USB-C, but they are still USB ports. There is no Mac in the past 20 years without some type of USB port on it.

You'll need an external capture card for that. If you VCR has RCA or component cables you can try one of these:
