In summary of this thread so far, Let’s define “overheating”. If an iPhone overheats it shuts down so it can’t be used, and displays a message saying it must cool down before it can be turned on, and it will probably be unusable for an hour or so. If you are seeing this it is a hardware problem and you should contact Apple support:
Note that both of the above have options to receive a callback or chat
If you are not seeing this your phone has not overheated. However, if you fast charge your iPhone it may get very warm, and may pause charging at 80% and display a message saying that charging has paused, and will resume when the phone cools down. This is NOT overheating, and is normal when fast charging. It also won’t prevent you from using any app you have on your phone.
Some apps that use a lot of energy or that use cellular data rather than Wi-Fi can cause the phone to run warmer. Worst offenders are Facebook, interactive games, watching streaming videos, and the Camera app. And having VPN installed, whether using it or not, can also consume a lot of energy.
All of this is manifestations of the 2nd Law of Thermodynamics.
I believe so. Also, making the phone overheat is a violation of the first amendment.
Or, are you seeing a message that says something like, "Your phone has paused charging until it cools down." I'm sorry I don't remember the exact words. However, it doesn't meant the phone is overheating. That message just means that Optimized charging is doing what it's supposed to do.
Or, are you just worried because the phone feels warm? If you are not seeing the messages the other two posters provided, then yes, it is normal for the iPhone to get warm when charging, but unless you see the messages listed earlier, then it is not overheating.

Can that be overturned by an Executive Order?

This is my guess as well. This is a new feature, which seems to convince people their iPhone is overheating, which it's not.
Are you saying that you are seeing an "Overheating" message on the phone's screen?
What is the current setting for battery Maximum Capacity? Settings > Battery > Battery Health & Charging
