I'm having a similar problem.

1) In many cases I cannot add a new song to an existing playlist on my Mac. I receive a very generic error that it can't be completed. Why? I'm an Apple Music subscriber and have added hundreds of "non-owned" songs to playlists in the past.

2) When I can add a new song to an existing playlist (on my Mac) that same playlist on my phone is deleted.

3) Turning on/off the Sync Library checkbox under Music -> Settings -> General seems to push the playlist back to the phone.

On the computer that holds your library use the Songs view with the iCloud Status column enabled to review your library and try to make sure that you don't have any items with an iCloud Status of waiting, duplicate, error, ineligible, removed , etc. If you do, and depending on the issue, you may be able to select these items, right-click, and use Add to library, to encourage these to be added to your cloud library. Once matched or uploaded these should appear on all your devices where Sync Library is enabled, however certain status condition cannot be forced to match or upload.

If you try to drag any excluded content into a playlist, e.g. items that are duplicate, error, ineligible, removed, etc. then the playlist becomes ineligible for your iCloud Music Library, and will get removed.
